Washington – Today, Rep. Mike Thompson (CA-04) announced that Dr. Amy Herold, the Chief Administrative Office and Chief Medical Officer for the Providence Health System in Napa, California, will be his guest to the 2025 presidential address to Congress. Dr. Herold is one of countless medical professionals in our district raising alarms over how the Republicans’ budget cuts will affect care for every single Fourth District resident.

“No one understands the devastation Republicans’ budget cuts will have on access to care better than our local doctors and healthcare providers,” said Thompson. “I am honored to be joined by Dr. Herold in Washington, D.C. to represent our local physicians, health care providers and staff, and patients back home who are facing drastic reductions in care because of these irresponsible cuts. Make no mistake: reducing funding for Medicaid and other healthcare programs will have a domino effect on care for every member of our community.”

“I’m honored to be Congressman Thompson’s guest at this year’s presidential address. As a doctor and hospital administrator, I’ve seen firsthand how our state's Medicaid program, Medi-Cal, is a lifeline for both patients and providers. Republicans’ plan to cut Medicaid means 15 million Californians will lose access to the health care they need and countless medical providers will face funding shortages. These cuts will result in devastating reductions in services for everyone who visits the hospital,” said Dr. Herold.

BACKGROUND

One in three Californians get their healthcare through California’s Medicaid program, Medi-Cal. Republicans’ recently passed budget bill instructs the House Energy and Commerce Committee, which has jurisdiction over Medicare and Medicaid, to cut spending by $880 billion. The Committee has no other options to meet the mandated cuts without slashing at least one of the Medicaid or Medicare programs.

Such a drastic budget cut will impact every single resident in California’s Fourth District. At best, hospitals will be forced to cut back on services, fire specialists, and reduce staff. At worst, local hospitals will shut down altogether. Everyone in California’s Fourth Congressional District and across the country is at risk of losing access to care, regardless of where they get their insurance.

Amy Herold, MD, MBA, FACOG is an OB/Gyn physician who serves on the Executive Team as the Chief Administrative Officer and Chief Medical Officer of the Providence Health System for Napa County. Dr. Herold is responsible for providing leadership of medical care and strategic planning for service line development for the hospitals.
